Richland, WA 99354 Support the Nuclear Development project team by providing project schedule and cost development, analysis, reporting, and communication. The role is responsible for project monitoring, risk identification, accurate costing, estimates, schedule development, budget analysis, and project controls activities. Provide technical guidance and support to project managers in developing project scope, detailed schedules, cost estimates, and project reporting while monitoring and communicating schedule, scope, and cost changes to project leadership. The position also supports budgeting, forecasting, variance analysis, reconciliations, month-end and year-end close activities, and development of budget policies and procedures.

Job Responsibilities:

  • Support project managers and the Nuclear Development organization with project schedule and cost development, analysis, reporting, and communications.
  • Coordinate, track, and execute project estimates and provide technical direction and assistance to project managers.
  • Develop and maintain project scope, detailed project schedules, cost estimates, and project control activities.
  • Monitor project schedule, scope, and cost changes and communicate impacts to project managers and management in a timely manner.
  • Apply Earned Value Management (EVM) methodology to monitor project performance and identify potential risks and variances.
  • Provide financial and analytical support within the Budgets Department, including budget-to-actual reporting, variance analysis, forecasting, and project reporting.
  • Perform detailed variance analysis to identify trends, explain budget deviations, and support management decision-making.
  • Reconcile contingency balances and monitor project-related financial information.
  • Support budgeting and monitoring of labor-related costs, employee benefits, overhead allocations, and other project expenses.
  • Utilize system-generated financial information and reporting tools, including online journal entries, general ledger information, budget inputs, and Microsoft Power BI.
  • Prepare ad hoc reports and complex budgetary analyses as required.
  • Support annual budget cycles and month-end and year-end closing processes.
  • Assist with preparation and updates of budget policies, procedures, desk manuals, and training materials.
  • Apply accounting and budgeting principles and understand and apply relevant Governmental Accounting Standards Board (GASB) pronouncements.
  • Interface with internal managers, supervisors, project teams, and external agencies.
  • Establish goals, set priorities, monitor interrelationships among activities, and ensure timely completion of project controls activities.
  • Work independently while maintaining strong collaboration and communication with project teams and management.
  • Provide project reporting, cost analysis, data checking, and financial analysis to support project performance and control.

Education/Experience:

  • Bachelor's degree from an accredited college or university and 4 years of experience in project controls/project management in an industrial environment; OR
  • Associate's degree and 6 years of project controls/project management experience; OR
  • High School diploma/GED and 8 years of project controls/project management experience in lieu of degree.
  • Formal training in Primavera P6 or another project management system is required.
  • Bachelor's degree from an accredited college or university and 5 years of experience in project controls/project management in an industrial environment; OR
  • Associate's degree and 7 years of project controls/project management experience; OR
  • High School diploma/GED and 9 years of project controls/project management experience in lieu of degree.
  • Formal training in Primavera P6 or another project management system is required.
  • Bachelor's degree from an accredited college or university and 8 years of experience in project controls/project management in an industrial environment; OR
  • Associate's degree and 9 years of project controls/project management experience; OR
